Background

At the Fourth High Level Forum on Aid Effectiveness in Busan, 36 countries and multilateral organizations endorsed a “New Deal for Engagement in Fragile States”. This New Deal sets out five peacebuilding and statebuilding goals related to legitimate politics, security, justice, economic foundations, and revenues and services. In the context of better understanding the implications of the New Deal, this lunch-time seminar focuses on the opportunities and challenges involved in implementing these goals, and in particular reflects on how strengthening statebuilding processes in fragile states can contribute to ensuring effective and sustainable peacebuilding. The event builds on the report “Governance for Peace” by the United Nations Development Programme (UNDP) which reviews the practices and evidence of governance programming in fragile states. This report emphasises the role of development partners in bridging traditional boundaries by ensuring that governance interventions build confidence in and enable national capacities to sustain long-term transitions from fragility. This report is a contribution to an emerging discussion about the implementation of the New Deal, and explores innovative programming practice based upon UNDP’s decades of support to countries emerging from conflict. The seminar will take a closer look at new approaches to nurturing state-society relations within nationally driven peacebuilding and statebuilding efforts. It brings together representatives from UNDP and speakers from the countries where the implementation actually takes place so that their views can be taken into the policy discussions in Geneva, Paris, and New York.
